The Government and public sector transactions services is part of EY’s Government & Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions. 

The practice combines private sector leading practice with an understanding of the public sector’s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY’s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm’s sector depth, transaction perspectives, and operational insights. 

The practice provides experience working with various sectors such as, Transport, Social & Health care, Education, Urban & Infrastructure, Economic Development Advisory , Water waste & Sanitation, Power & Utilities and Public Finance & Management.

SaT – TCF – Lead Advisory-Project Finance :

Strategy and Transactions enables clients to reimagine ecosystems, reshape portfolios and reinvent for a better future. We help corporates, private equity, governments, sovereign wealth funds, private and family businesses, and educational institutions with their key financial issues. From portfolio review and capital allocation processes to financial planning analytics and decision support, we have the people, analytics and tools to better allocate capital. Our team helps clients manage their risk/return trade-offs to support them with better decision-making around financing and capital efficiency.

Your key responsibilities

Technical Excellence

As a Consultant in the Government Advisory team for the Water and Sanitation sector, you will provide strategic and technical advisory to government clients, support the design and implementation of water and sanitation projects, and help ensure efficient service delivery. You will work closely with government agencies, stakeholders, and project teams to drive policy formulation, infrastructure planning, and capacity building to achieve sustainable water management and sanitation goals.

Key Responsibilities:

Advisory and Strategy Development: Provide expert guidance on water and sanitation policies, program management, and project execution. Assist in formulating strategies for water resource management, sanitation improvement, and infrastructure development.

Project Management Support: Oversee and assist in the planning, implementation, and monitoring of water supply and sanitation projects. Ensure alignment with national and state-level missions, such as the Jal Jeevan Mission.

Capital Investment and Financial Planning: Assist in identifying and prioritizing capital investments, financial planning, and budget management to ensure sustainable water and sanitation solutions.

Technical Handholding and Capacity Building: Provide technical assistance and capacity building to government officials and local stakeholders on best practices, innovative solutions, and new technologies (e.g., IoT, solar-based solutions).

Policy Formulation and Compliance: Collaborate with government bodies to draft and implement water and sanitation policies, ensuring compliance with national standards and regulations.

Stakeholder Engagement and Coordination: Facilitate coordination between various stakeholders, including government departments, local communities, private sector partners, and NGOs, to ensure smooth project execution and community participation.

Monitoring and Evaluation: Design and implement monitoring frameworks to track project progress, assess outcomes, and ensure quality control. Prepare progress reports and recommend corrective actions if necessary.

Sustainability and Innovation: Promote sustainability initiatives like decentralized water services, source sustainability, and asset management. Support the adoption of innovative solutions, including digital technologies and renewable energy sources.

Skills and attributes

To qualify for the role you must have
Qualification

Bachelor’s/Master’s degree in Engineering, Environmental Science, Public Policy, or related fields.
2+ years of experience in government advisory, preferably in water, sanitation, or infrastructure sectors.

Experience

Strong understanding of government processes, water and sanitation policies, and program management.
Excellent communication, analytical, and stakeholder management skills.
Experience with sustainability practices and the integration of new technologies is a plus.
